The City of Beaumont’s 2026–2031 Economic Development Strategic Plan (EDSP) provides a clear, actionable roadmap for building a more diversified, balanced, and resilient local economy.
The plan will guide the City’s efforts to support local businesses, attract quality jobs and investment, strengthen commercial corridors, revitalize Downtown Beaumont, and enhance the community’s quality of life.
Beaumont will leverage its rich history and sustained growth to build a thriving, self-sustaining economy, one that delivers quality local employment, excellent public services, and a connected quality of life centered around a revitalized historic downtown and a flourishing local business community.
The plan is organized around six initiatives:
Business Retention and Expansion
Proactively engage and support existing businesses, address barriers to growth, and encourage continued local investment.
Grow Target Industries
Attract and expand industries that provide quality employment and contribute to a more diverse, resilient economy.
Strengthen Retail Corridors
Create a balanced retail environment that combines national anchors with locally owned restaurants, shops, and destination businesses.
Activate Strategic Land and Sites
Align land-use policies, infrastructure, and development processes with market demand to make the most effective use of Beaumont’s available land.
Enhance Quality of Place
Invest in the places, amenities, events, and connections that make Beaumont a desirable place to live, work, visit, and invest.
Promote and Position Beaumont
Tell Beaumont’s story and clearly communicate the value of economic development to residents, businesses, investors, and regional partners.
The plan was shaped by economic and demographic research as well as input from businesses, residents, community organizations, educational institutions, public agencies, and other stakeholders. Engagement included five roundtable sessions, 13 individual interviews, three community visioning workshops, and a community survey.
The City will use a detailed implementation matrix to guide the work, track progress, and measure results through 2031.
